Setting the relative weights on how to blend is a design choice. The previous image is “equal” weight. Here the weight of the foreground layer is reduce by 50%. The result has a better balance.

I am not going to define “blend” or “50% over blending”. There is a lot going on here. I do not have a simple dial to turn that goes from 0-100. Unquantified “less” and “more” is obvious. So this is “a somewhat lighter top layer that I am arbitrarily calling 50%”.
